Whenever a new download is started, the download manager foregrounds itself
(which may not be desirable since it steals focus), and it un-minimizes itself
if minimized (which is basically never desirable).  The reason why it should not
behave that way is that it is commonly used to monitor downloads either by being
open in the background (or arranged side-by-side with a browsing window) or by
being open and minimized (to check on the progress of downloads occasionally). 
The current behavior of stealing keyboard and mouse focus is not useful in any
situation I can discern.  I would propose that the download manager should pop
up as a foreground window *if not already open*, otherwise it should stay in the
position, stacking level and minimized level that it already is.

Steps to Reproduce:
1.Make sure that Preferences>Downloads>Show Download Manager when a download
begins is checked.
2.open download manager
3.minimize or background download manager
4.start a download
Actual Results:  
download manager unminimizes and comes to the foreground itself

Expected Results:  
it should stay minimized or backgrounded
