Note: make sure you disable minimum font size in FF

When the span defined inside the anchor is smaller than the anchor tag, funny
things happen. Note: this only happens in FireFox and with the html 4.01
transitional doctype.

Steps to Reproduce:

Actual Results:  
text is 11px, but anchor underline is still being applied the 16px size.

Expected Results:  
both should be 11px. (Works fine in IE, and in FireFox quirks mode)
