298790 - Focus not visible when shifted by pressing "enter"

On the page given above, after I tab to "skip to navigation bar", pressing
"enter" should shift the focus _visibly_ to "skip to main content".

What actually happens is that the focus shifts but the "skip to main content"
link does not appear as it should. The focus is not lost: if I tab forward and
then shift-tab back the link then appears as it should.

The same problem occurs when pressing "enter" _from_ the "skip to main content"
link: the "skip to navigation bar" link should appear, but doesn't.

This problem occus with Mozilla 1.8a5, 1.8a6, 1.8b1 and Firefox 1.1a1, "Deer
Park" (Mozilla 1.8b2). It occurs in both Windows 2000 and Windows XP, 64-bit
version. It doesn't occur with Mozilla 1.8a4 or earlier.

I also tested it on MacOS X 10.2.8 with Mozilla 1.8a5. The same problem
occurred. (On the Mozilla > Preferences > Advanced > Keyboard Navigation page,
the navigate links check-box was checked.)

Reproducible: Always

Steps to Reproduce:
1. Go to http://www.alexanderworks.org.uk/wai/skip.html
2. Press "tab" to bring up the "skip to navigation bar" link.
3. Press "enter" to bring up the "skip to main content" link.
Actual Results:  
The "skip to main content" does not appear (as I explained above).

Expected Results:  
The "skip to main content" should appear (as it does with every previous version
of Mozilla from 1.0 up and also in Firefox 1.0.x).

Apologies, I've just found this bug after filing it again, yesterday (bug # 308064).
As #308064, this one provides a clearer, simpler testcase, I propose marking
this bug as a duplicate of #308064.
