Body background properties="fixed"  html tag doesn't work with this browser, the
background instead of being fixed (as it does with IE 5 & 6) moves on with the
page while scrolling it  

Reproducible: Always

Steps to Reproduce:
1. go to any page whose background is chosen as "fixed" by the appropriate html tag
2. scroll it down
