repro:
1. Open 2 instances of FF with both 1 tab
2. Menu -> Exit

result
Firefox Exits w/o warning.

expected:
Ask me if I want to close multiple windows

acc. to Help:

Exit/Quit

Closes all opened windows in Deer Park, including any active downloads,
    and exits Deer Park completely. If you happen to select this menu item with
    open tabs, windows, or downloads, Deer Park will ask you to confirm your
    choice to prevent accidental exits.

Since bug 298802 has been resolved as WORKSFORME, should this bug be resolved the same way too?
