Add bug A to dependency list (depends/blocks) of bug B.

Reproducible: Always

Steps to Reproduce:

Actual Results:  
the people of bug A will not know anything about bug B.


Expected Results:  
Adding a commint containing title of bug B, or even the comment on B when adding
A as dependency.

You can see and example in the URL.  I tried to do commenting myself and
unfortunatly sent 6 mail to people of those bug for adding one dependency!

We certainly don't want a comment in the bug itself as anyone can already see
the bug summary by pointing his mouse over the link. The only case which remains
interesting is to add the bug summary in email notifications, which is covered
by bug 97956.

The main problem is bugmail, that I get an email with just a number!  People
asked me to copy/paste the summery every time I make a dependency.
