help viewer seems to keep focus from browser window if viewer is not minimized

User-Agent: Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.8b2) Gecko/20050620 Firefox/1.0+ Build Identifier: Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.8b2) Gecko/20050620 Firefox/1.0+ If the help viewer is not minimized, and I choose to go to the browser window by clicking on it in the taskbar, the help viewer fades as if it loses focus, but the browser window does not come up, as if it's not receiving focus. Minimizing is the only way to leave the help viewer open and get back to the browser window. Reproducible: Always Steps to Reproduce: 1. Open help viewer 2. Attempt to go to the browser window via taskbar 3. Actual Results: Help viewer seems to have lost focus, but the browser window never comes up Expected Results: Gave the browser window complete focus.

Jeff Walden pointed out to me that you can change this by using the context menu in Help viewer to toggle "Always on top". He also says that the likelyhood of this changing to not always on top by default is slim. So, WONTFIX or change this to an enhancement?
