"Options" is well entrenched on Windows as the term for settings/prefs/etc. "Preferences" is well entrenched on Linux (maybe only GNOME, but Firefox is GTK-based) and Mac. There's no reason to clutter Firefox Help up this way, and I think it would set a dangerous precedent for catering to users familiar with a platform other than the one on which Firefox is being used. Besides, the document's at the top level in the table of contents, so it shouldn't be that hard to find even if the user doesn't know the Windows term.
