On Deer Park Trunk the Option "Allow sites to set cookies unless I have removed
cookies set by the site" don`t work if you use the "Remove all Cookies" feature
under "View Cookies".

It only works when you remove a single cookie.

Steps to Reproduce:
1. Set Cookie Options to "Allow sites to set cookies -> unless I have removed
cookies set by the site
2. Remove Cookies via "Remove all Cookies"
3. Check if this Cookie Sites are blocked

I think this is a dupe of bug 75119
This isn't a dup of bug 75119. This is about the fact that the button doesn't do what it says it does.

I've made suggestions on how to improve the UI in bug 316539 which is kind of related.
This is tricky wording, and I don't know if clearing all cookies should be treated as equal to deleting specified cookies.  Sure would make this run a lot slower if you had a lot of cookies.
