I want to reduce build complexity. building the windows ce shunt layer during configure seams like a good first step. Attached is a patch that will build the shunt lib, in place, using evc. It will also build the tools, in place.

HOST_OBJ_SUFFIX would in most, if not ever, case would be the same as OBJ_SUFFIX.
