We're having problems with comment deletions - users are getting angry that
their comments disappear with no justification.  Instead of deleting comments,
we should replace them with a message stating the reason for deletion.  If we
continue to have problems, we should lock comment management down so only admins
can perform deletions.

1) Deleted comments shouldn't be included in the ratings for an extension.

2) This, to my mind, will not stop people complaining their comments were
deleted - they are still being deleted, just they will know why. If the reason
why is not justfiable, their comment has still been deleted.
