this would essentially provide viewbugactivity for editparams.

i'd like a comment field too because in my usage, i'm doing something in
consultation with someone else who is officially responsible for the installation.

acitivity should include _who changed [timeless]_ _what field [commentonreopen]_
_from value [off]_ _to value [on]_ _when [june 29, 2005 at noon pdt]_ just as
standard bugactivity does. i'm not very concerned about how comments are
displayed as long as there's an easy way for people to see my comments [changed
in consultation with qa lead].
