Email notification not sent to requestee when flag requested, if requestee is not already listed as owner of 
the component or in the CC list. The requestee has the email preferences set to obtain alll the 
notifications.

Reproducible: Always

Steps to Reproduce:
1.Set a flag request
2.Set the requestee not to be the responsible person for the component
3.

Actual Results:  
Email has been sent only to the responsible person for the component

Expected Results:  
Email should have benn sent also to the requestee.

which version are you using? 2.18.1? Is emailsuffix used? Have you altered the
code in any way?

Thank you for this bug report. Unfortunately, I can't confirm this on 2.18.1, on
latest 2.18 code or on latest 2.19 with the steps given.

When a flag in a bug is requested, the requestee does get a flagmail. (Mail that
contains "XX1 has asked XX2 for test-bug-flag: ...".) Requestee doesn't,
however, get a bugmail about the change if he's only the requestee. (Mail that
contains "XX1 Changed: ... Added ... Flag test-bug-flag?(XX2) ...".) This works
as designed.

Are you perhaps talking about attachment flags? Can you clarify the reproduce
steps needed? Any local modifications and configuration could affect the
behaviour. You might want to try one of the support options to obtain help if
