In every other app I've used (even other gecko browsers like galeon), the mouse
wheel scrolls whichever element it is hovering over.  OTOH, Firefox scrolls
*only* the whole page, making it very hard to interact with large <select> and
<textarea> elements.

Another form of this bug is with the <select> painting -- the menu stays
visible, but the page scrolls along below it, effectively severing it from the
in-page <select> element.

Reproducible: Always

Steps to Reproduce:
1. visit a page with a <textarea> or large <select> element (like this
bug-creation page)
2. mouse over (or heck, even click into) a textarea field
3. scroll themouse wheel

Actual Results:  
the page scrolls, not the scrollable element...  Won't even scroll if you click
on or mouse over the scrollbar itself.

Expected Results:  
The element under the mouse should scroll, just like it does in every other app
in linux.
This will be fixed in firefox 1.1
