Need separate settings for screen viewing and printing of mail messages

Screen viewing of mail messages and printing them should have separate settings
for text size and which headers are printed.

I view text on the screen larger and print it smaller because it saves paper and
ink.  They should be controllable separately.

I enable full headers on the screen so I can open them up and view with by
clicking on the "+" button whenever I need to see them, but don't want full
headers printed when printing.

Right now screen viewing and printing are tied together, sort of
(see Bug 299259).  There should be separately controllable.

This is the exact same issue as mentioned in bug 184832, which was duped as bug
181527. Duping...
