Bookmarks->Manage Bookmarks then File->Import... works fine for me. Or even just File->Import in the main Firefox window.

Firefox only launches the import wizard if there are no other existing profiles. Otherwise, it's assumed that the user has already imported stuff, or chose not to import it. And if they do want to import it, they could use the steps that Gavin described. But, if you're trying to get this feature implemented if there /is/ a profile, good luck. You're trying to do almost the complete opposite of a aviary1.1 blocker.

Invalid again. Adam summed it up quite nicely. First-time users are given the option of importing bookmarks (and all other settings), those with existings profiles need to do it manually.
