Ctrl-O currently opens a file dialog, but I think it should open the url dialog.

Netscape 4.x, linux: ctrl-L only to open new url dialog
Netscape 4.x, windows: ctrl-O only
IE (?): ctrl-L only (not sure about this)
IE 5: ctrl-L or ctrl-O

Mozilla: ctrl-L only; ctrl-O opens file dialog instead.
I strongly disagree with this particular request.  Control-O is commonly used to 
"open a file" or bring up a native open dialog (if one exists) so Control-O is 
consistent with that.  Control-L is consistent with opening the Location dialog 
(at least for 4.x on macintosh and linux).  Having two keybindings to open the 
same dialog seems quite bizarre.

Hopefully this bug will be resolved as WONTFIX.

This shouldn't be WONTFIX, this should be INVALID. Ctrl+O is for opening local 
files in practically every other app that deals with documents. Making this 
change would result in two keyboard shortcuts for opening locations, and none for 
opening local files.

4.x for Windows had only Ctrl+O for opening locations because it didn't have a 
separate menu command for opening local files. Mozilla, however, does.
