If I am logged in at Developers part of UMO, and visiting the Developers Control Panel, the "Rated"-Item is linked to the normal visitors mode and not to the "developer"-mode where you can flag ratings. Reproduceable: always.
You have to click "Edit Item" first and then go to Statistics > Comments. This is IMHO not useful.
