299573 - Reporter option is missing in the Help menu

When loading up DPa1, it states on the welcome page that you can go to the Help
menu and run the reporter tool to report a broken website.  Interested in this
new feature, I tried to run it...but there's no option for it!  The extension is
installed, but there is no option in the menu to get to this new tool.

Reproducible: Always

Steps to Reproduce:
1. Open up DPa1
2. Open up the Help menu
3. Notice there is no Reporter tool option

Actual Results:  
Went to bugzilla, searched for the bug, and reported it.

Expected Results:  
Shown the Reporter tool in the Help menu.

Confirmed

Current CVS build with MSVS7.1 with the same mozconfig apart from the following
options:
--enable-static --disable-shared --enable-update-packaging

running from the objdir/dist/bin with the same profile shows the reporter option
in the help menu.
