During compilation complains about:

file not found: ./locale/ at ../../config/make-jars.pl line 395, <STDIN> line 95.

I cannot reproduce this in my local tree. I could possibly get that tinderbox to
do verbose debugging in make-jars.pl, but the logs are confusing because there's
not even supposed to be a <STDIN> line 95 at that point, unless I am massively
confused. Perhaps it's failing while processing extra-jars.mn, perhaps you could
try making that file empty and see whether that clears up the problem?
