If configuration "open link from other application" is set "a new tab in most
recent window" then if most recent window has hidden toolbar then open URL hides
current page in the window and it became unaccessible because of hidden toolbar.

Reproducible: Always

Steps to Reproduce:
1. Configure: tools -> options -> Advanced ->Tabbed Browsing select "a new tab
in most recent window"
2. open web page
3. click on link which brings a new window with hidden toolbar
4. open another web page
5. click on link which brings a new window with hidden toolbar

Actual Results:  
most recent window has two tabs but they are hidden and first page is not
accessible. (if tab would not created then there is a Back in context menu to
bring previous page)

Expected Results:  
I think if toolbar in most recent window is hidden then browser must open a new
window rather then hide current page in most recent window.
