If it is already open, but in background, a new download doesn't bring it to foreground. Changing Summary accordingly and downgrading Severity to Trivial.

I prefer that the already-opened download manager (DLM) stay in the background as it would just be a nuisance if it were to always pop into the foreground every time I start a new download. If I need to see the DLM window, then it is not much of a task at all to click on its pane or just go to the task bar to bring it to the desktop's foreground. In other words, leave it like it is. If you want, I would suggest, instead, that you add an option that would allow people to decide whether or not it is to pop into the foreground on every single download. However, I would suggest a better solution in that people wanting something in the foreground should use the Progress Dialog windows instead of the DLM.

I am interested to work on this bug and I would I like to know more details about this bug. I would also like to know where I should get started.

Hi kcarchana77! The download manager backend is currently being rewritten. We plan to adapt our front end code to work with the new backend. But until the new backend is stabilized I can't recommend working on our Download Manager because it's going to be rewritten anyway.
