Actual, the tab on which the user clicks becoms active always, reagrdless of
which action the user want's to perform (make a tab active or drag a tab
around). I think it would be more intuitive if the tabs could be dragged around
without becoming active.

Steps to Reproduce:
1. Open some tabs
2. Drag them around
