Loading this URL makes me see a blank page and have an error message with
Communicator : the  " Netscape's network connection was refused by the server
www.icce.rug.nl...etc ". With Mozilla, there is no error message, after a very
short time, signs of loading stop, and the "old" page remains without error message.

Reproducible: Always
Steps to Reproduce:
1. Try to go to a webserver that refuses connection
2. The old page remains.
3. There is no error message.


Actual Results:  The old page remains
There is no error message


Expected Results:  The old page remains (?? is it what Mozilla sould do??)
It should show an error message
The site at the URL above is providing a webpage now.

I did stumble across a refused connection, using 2000-03-05-08-M15 on WinNT.
A dialog popped up: "The connection was refused when attempting to contact ..."
[Ok]. Disconfirmed for a current M15 build: an appropriate message is displayed.
