I have checked, and in other applications, when this happens there is always a
bottom scroll.

Reproducible: Always

Steps to Reproduce:
1.Find a site with bottom scroll, like Amazon.


Actual Results:  
The same.

Expected Results:  
It should have a created a scrollbar at the bottom.

Amazon.com does not display a bottom scroll bar if Firefox has at least a window
size of 800 x 600. For smaller windows the scroll bar appears WFM - Mozilla/5.0
(Windows; U; Windows NT 5.1; en-US; rv:1.8b2) Gecko/20050706 Firefox/1.0+
WFM, too. A tescase would've been great, but now Fx1 is no longer supported.
