Using the key command [shift-command-I] to open the dom inspector and then
closing it leaves the Tools menu highlighted, prompting the user to then click
on the Tools menu to un-highlight

Reproducible: Always

Steps to Reproduce:
1. key command open the dom inspector
2. close dom inspector
3. see highlighted tools menu

Actual Results:  
tools menu is highlighted

Expected Results:  
closed the dom inspector without highlighting tools menu
