Details

Currently, our docs won't build a PDF with xmlto - they will do eventually, but
at the moment they don't.

"Fatal error occurred, the output PDF file is not finished!" needs to be
recognised as an error by the tinderbox.
OK, I've changed the @failurestates... let's see how that works.
