Just mouseover xxx and see what is happenning.

This was a really funny bug. The first time the mouse is moved over the link, 
a new row with a link xxx appears. After that every mouseover adds two new rows. 
I'll attach the given testcase to make it easier to look at.

Tested with build 2000030808 on windows 2000.

Steve, if the table is replaced with a div, the same behavior occurs. Duplicate 
lines are getting created.
this is another instance of the WipeContainingBlock/ReframeContainingBlock 
problem. Nisheeth, are you going to take these?

Putting some people on the CC list here.  This looks very similar bug to bug
31435, bug 31644, and bug 32052, which troy marked duplicates of bug 28553.

31644 has a great test case from zach and comments from buster.  Marking this 
bug a duplicate of 31644.
