This was a really funny bug. The first time the mouse is moved over the link, a new row with a link xxx appears. After that every mouseover adds two new rows. I'll attach the given testcase to make it easier to look at. Tested with build 2000030808 on windows 2000.

Steve, if the table is replaced with a div, the same behavior occurs. Duplicate lines are getting created.
this is another instance of the WipeContainingBlock/ReframeContainingBlock problem. Nisheeth, are you going to take these?

I added Jiri's testcase from this bug to bug 31644, and will remember to check once that is fixed. Marking verified.
