I have several times told Talkback to Disable and Quit.  However, it isn't
disabling at all.

Steps to reproduce:
1. Crash Mozilla.
2. Press 'Disable and Quit'
3. Crash Mozilla again.

Actual results:
1. Talkback starts up.
2. Talkback quits.
3. Talkback comes straight back again.

Expected results:
Disabled Talkback when I told it to.
Can't fix since we don't have access to the Talkback source.  Setting Future
Target Milestone in case we ever do get a chance to hack Talkback.

Oh.  Who did write Talkback?  Why are we using a product that isn't open source 
here?  In this case, surely this is the problem we need to fix.
