300092 - Installer shows NO text - only the variables names are shown

If you start the win32 Thunderbird installer, it shows only the variables names
- not the texts defined in l10n/AB-CD/mail/installer/installer.inc!

This is e.g. visible in Thunderbird installer from l10n/de/ and l10n/pl/

Reproducible: Always

Actual Results:  
only variables names are visible

Expected Results:  
the texts defined in l10n/AB-CD/mail/installer/installer.inc should be used and
shown in the setup program

fixed on trunk with bug 299737, tomorrows l10n nightlies ought to work, please
let me know if they don't

Okay, Version 1.0+ (20050714) has Text in the Installer, but the Version is
still not shown. Have a look at the screenshot.

OK, I landed a final bit that preprocesses installer.cfg and we should be good now.
