Instead of displaying a sorted bug list, the front page is displayed.

Reproducible: Always

Steps to Reproduce:
1. go to https://bugzilla.mozilla.org/enter_bug.cgi?product=Bugzilla
2. enter "sort" in the search box and press enter
3. select "ID" column to sort for IDs

Actual Results:  
the front page is displayed. The actual URL is:
https://bugzilla.mozilla.org/?format=simple&bug_status=__open__&product=Bugzilla&content=sort&order=bugs.bug_id&query_based_on=

Expected Results:  
sorted list
