This is not a major UI issue, but it is an annoyance.

Scrollbars often "appear" in UI but are invisible to user. This issue seems to
arise in a lot of places. I first noticed a version of it with the extensions
windows in Firefox and Thunderbird. I have a lot of extensions installed now and
had narrowed the extensions window for some reason I can't now remember. I was
trying to scroll through all my extensions but saw no scrollbar. The problem was
that, although it was present, it was off to the right of the window, beyond the
viewport. On the other hand, though, no horizontal scrollbar was visible to
indicate that there were widgets I couldn't see. I only discovered its presence
by accident. The saem thing happens in Thunderbird, so it is presumably not a
Firefox issue but an XPToolkit issue.

Here's is what seems a related behavior. Open e.g.
https://bugzilla.mozilla.org/enter_bug.cgi?product=Core in firefox. Hit Ctrl-+
to increase text size. At some point, scrollbars will appear e.g. in the
"component" box when the text gets too large to fit in the <td> container.
But the scrollbar appears off the right edge of the screen, where the user
cannot see it. In this case, the horizontal scrollbar at the bottom of the
screen adjusts to indicate that there is material off the right edge, but that
is not exactly expected behavior.

Reproducible: Always

Steps to Reproduce:
1. Open extensions window with lots of extensions.
2. Decrease vertical size so that scrollbar appears.
3. Decrease horizontal size.

A1. Open https://bugzilla.mozilla.org/enter_bug.cgi?product=Core and navigate to
 "components".
A2. Increase text size until text overflows container.

Actual Results:  
1-3: : Scrollbar no longer visible, but no horizontal scrollbar appears, either.
A1-2: Scrollbar appears but off right side of screen.

Expected Results:  
1-3: Scrollbar should remain visible, or at least a horizontal scrollbar should
appear indicating invisible content.
A1-2: Scrollbar probably should be on-screen.
