Details
To reproduce: Un-check "Allow web sites to install software" and try to install any extension. You'll see the message "Software installation is currently disabled. Click Edit Options... to enable it and try again." appearing in the info bar. Edit Options... is only true for *Unix afaik (except Mac OS X, this is excluded from *unix platforms here), on Windows (or better said non-*Unix platforms) the Options menu item is placed under Tools.

The "Edit Options" they refer to is on the button to the left in the notification bar, not the menu.
