See attached testcase for example.
In the example, the background image (600x400px) should be displayed in the
center of the document. 
Firefox 1.0.x, Internet Explorer 6 and Opera 8 all display the image as centered.

Reproducible: Always

Steps to Reproduce:
1.Open testcase
2.Observe image

Actual Results:  
Half of the image is not visible.

Expected Results:  
The image should be centered.
