300318 - RSS feeds namespace is incorrect

I feed a bugzilla RSS feed through http://www.feedvalidator.org/, and it found
two problems in the namespace urls. The pur1 part should be purl (ell), not 1.
Also, the dc namespace should not have the rss in it.
