we should allow users to turn off the history addressbook feature with a pref.

by default, it should be on.
changing summary to reflect that we need pref ui for this pref.

we already have a pref for this:  "mail.collect_email_address", so akkana, if 
you want you can turn this feature off.  (I love HAB, but to each their own.)

I was working on handing this bug over to tswan, but the back end work was done 
by bienvenu a while ago.

we still don't have UI for this pref though.  updating summary.

Thanks for the note on the hidden pref!  I have it in my user.js now ...

We already discussed a UI for this in Issues Meetings. Still needs work as far 
as WHERE this pref goes (which category) but the design of this specific item is 
ready.

Using build 2000-05-18-  -21 on win98, -20 linux and -08 on Mac this is fixed.
