300360 - designMode seams to be locked once activated

Once you set designMode to "on" on page, it seams that the editing state 
remains locked and it remains active if you reload the page and don't activate 
it.


Reproducible: Always

Steps to Reproduce:
1. Open http://www.fredck.com/bugs/firefox/linkdecoration.html?NoEdit
2. In the same browser session, just remove the QueryString "?NoEdit" from the 
end of the URL and open it.
3. Again in the same session go the the first URL by just adding "?NoEdit" to 
the end of the URL.

Actual Results:  
In the first step the page will load correctly and it will not be on editing 
mode.
In the second one, the same page is loaded and editing mode is activated as 
expected.
In the third step, going back to the first URL, the editing mode remains active 
if you reload the many times or clear the cache.
The same thing happen if you just hit the "Back" button instead of step 3.

Expected Results:  
The editing mode should not be active on step 3.

It is important to use the same browser session, without opening the URL in 
different browser windows or closing and opening it.
