Some quotation marks and apostrophes are displayed as
question-marks-within-black-diamonds.  This happens on a number of pages - the
ones listed here is just the most recent.

seems to be a Tech Evangelism bug.
The page doesnΒ΄t specify a character encoding, if Autodetect finds
Western(Windows-1252) all is well. 
When I set View->Character Encoding->Unicode(UTF-8) I see the questionmarks the
reporter sees.

Workaround: disable Autodetect, set View->Character Encoding->to
Western(Windows-1252) or Western(ISO-8859-1)

I can't reproduce any questionmarks in place of quotation marks. However, I cn tell this site now seems to take care of the used character set.
