Mozilla/5.0 (Windows; U; Win98; en-US; rv:1.8b3) Gecko/20050711 SeaMonkey/1.0a seems to be a Tech Evangelism bug. The page doesnΒ΄t specify a character encoding, if Autodetect finds Western(Windows-1252) all is well. When I set View->Character Encoding->Unicode(UTF-8) I see the questionmarks the reporter sees. Workaround: disable Autodetect, set View->Character Encoding->to Western(Windows-1252) or Western(ISO-8859-1)

I can't reproduce any questionmarks in place of quotation marks. However, I cn tell this site now seems to take care of the used character set.
