The bottom-padding is missing, when I scroll to the bottom of the div.

This has been fixed after 1.0

Please test with trunk builds before filing layout bugs. You can either try a
trunk build here (can be unstable):
http://ftp.mozilla.org/pub/mozilla.org/firefox/nightly/latest-trunk/

Or wait a couple of days for Firefox 1.1 alpha 2 that will shortly be announced
on mozilla.org
