This looks like a dupe of bug 72881. See the second comment for why it was WONTFIXed.

Steps to Reproduce: 1. Open Composer 2. Click of button Save and Save html document. 3. Create any change in html code 4. Undo all work in document html (CTRL-Z) Save button is "active" still.
