I'm talking about the part that isn't the slider.

Wasn't it 3-D grey like the Vertical scroll bar?

Reproducible: Always
WFM with Mozilla 1.8b1 and SeaMonkey/20050710, the horizontal and vertical
scrollbar look the same.
I indeed remember to have seen this at the time. Not anymore though. WFM.
