300567 - restoring default toolbar doesn't restore everything

After customizing the Navigation Toolbar, confusing Mozilla, and pressing
"Restore Default Toolbar", then it doesn't reset the area just to the right of
"Help" menu. It resets everything else, and as a result I can have duplicate
search toolbars (even though only one should be allowed, I like several).

Reproducible: Sometimes

Steps to Reproduce:
1. Goto View, Toolbars, Customize, and place the items in the following order to
the right of the Help menu, "Search FlexSpace FlexSpace Downloads FlexSpace
ActivityIndicator"
2. Click and drag Downloads off of the toolbar, and release it when hovering
over "Restore Default Toolbar".
3. Without moving the mouse, click the "Restore Default Toolbar" button.

Actual Results:  
All items in the toolbar area to the right of the help menu stayed where they
were, and an additional (second or third) search toolbar appears in it's
original position. 
Then you can put the second search toolbar up there too (but not adjacent to the
first one, need some FlexSpace in between), and do the same thing again and get
a third search toolbar.

Expected Results:  
It should have removed everything from the top part of the toolbar except what
should be there, FlexSpace and the ActivityIndicator.

This shows after the bug has been performed twice. I have only gotten three
search toolbars up top. Trying the fourth time to do it reset everything,
correctly. After this bug, other problems started occuring, like pressing the
"Reset to Default" button and having nothing happen.
