lost vertical scroller, scroll track and scroll arrow.  the whole right margin
is gray.  it still responds to arrow keyboard.

I had this same problem with RC1 on Windows XP.  I've reverted to 1.0.7, since I can't use FireFox effectively without the scroll bars.
Didn't understand the description of the bug but this is seen in the suite and in Firefox.

problem seems gone in Mozilla 1.7.12 OS10.3.2
Same thing for me with UA:

This problem is also occurs within text windows on webpages (like the additional comments box on this page), there just aren't any scroll bars at all.
Sorry, mine was a theme issue. Please disregard my comment.
Mine too - the Noia theme seems to be causing a group of UI artifacts.  This is a problem, as it appears to be the most popular theme on the theme site.  I withdraw my original report.  I'll contact the theme's author.
