I think this is one symptom of a larger problem going on with focus and folders
on the Personal Toolbar folder.

STEP TO REPRODUCE:
1. Have a folder on your personal toolbar that contains subfolders.
2. The subfolder must contain two or more bookmarks.
3. Select the "Open in Tabs" option at the bottom of the subfolder.

RESULT:
Mouse over the parent folder on the personal toolbar and it will be inset
instead of outset.

If my understanding of this is correct, I don't see this in Mozilla/5.0 (Windows; U; Windows NT 6.0; en-US; rv:1.9b3pre) Gecko/2008010805 Minefield/3.0b3pre

This is still a problem in FF 2.0.0.11

You need a bookmark structure like this. After clicking "Open in Tabs" the next mouseover of the "Research" button will cause it to inset instead of outset.

This isn't a major functional regression nor a security risk, it certainly won't be fixed for the branch.

Not able to reproduce on Mozilla/5.0 (Windows; U; Windows NT 6.0; en-US; rv:1.9.2a1pre) Gecko/20090622 Minefield/3.6a1pre, so marking WFM.  If it's still a problem on a current build, feel free to reopen.
