300706 - firefox window will not open

The Firefox window fails to open when I double click the short cut on the 
desktop, from the the .exe, and the firefox safe mode from the program bar. 
Firefox.exe does show up in my windows task manager, and is able to be ended. 
IE opens and runs just fine. Restarted first and problem still exist. Download 
latest buil and problem still occurs. IE runs just fine.

Reproducible: Always
