Mouse shortcuts involved with scroll wheel don't work.

Windows version : works.
Mac version : doesn't work.

Reproducible: Always

Steps to Reproduce:
1. Try command - scroll up/down , Shift - scroll up/down
2. See if they work
3.

Actual Results:  
No change

Expected Results:  
Shift-Scroll : Forward/Backward
Command-Scroll : Inc/Dec font size

Once-working-feature tends to be broken with nighlty version.
Is there a way to prevent the tendency?

For example, Command-+/- for increasing/decreasing font size was broken.
