Steps to reproduce:
1. Disconnect from the Internet.  (e.g. click the Airport icon in the menu bar
and select "Turn AirPort Off".)
2. Type some URLs into the address bar.

Result: "Address Not Found Error" or "Connection Failure Error", depending on
whether I have visited the site recently.

Expected: "You are not connected to the Internet" (like Safari).  For bonus
points, include a button that opens Network Diagnostics (like Safari does).

I have not tried to reproduce on Windows or Linux.

for various reasons, we don't mirror network connectivity and offline status most of the time (bagder can say more). I think that's ok.
