Bookmarks can be dragged into existing folders on the bookmark toolbar but
folder lack any such capability. It would be nice even if it was only possible
with middle/rt drag.

Reproducible: Always

Steps to Reproduce:
1. create bookmark folder on bookmark toolbar
2. create another folder on bookmark toolbar
3. create a bookmark on bookmark toolbar
4. drag bookmark into either folder
5. drag either folder into other folder

Actual Results:  
folder doesnt drag or move

Expected Results:  
folder should be able to be moved via this interface

I think this is not dup of bug 249505.
Because in Linux a folder isn't able to drag bookmark folder
even if you drag one with shift key.
