On the HTML composer window, Japanese IME can't be turned on until 
clicking on the editing area.

Steps of repro:
1. Launch mozilla HTML composer in japanese locale.
2. Enter ascii in the editing area
3. Press Shift + <space> key
   the Japanese IME is not turned on. Click on the editing area and 
   press Shift <space>, the Japanese IME can be turned on this time.
Accepted. The root cause of the problem is the same
as 17419, and the proposed patch to 17419 will fix
this problem and 29715 all together.
Status: NEW → ASSIGNED
Target Milestone: M15
Frank/Pavlov, nsEditor.cpp changes in proposed patch
is required to fix this problem.
