Here some changes made ontop of bugzilla-1.18.3, they should get
considered for the 2.20 development branch if they make sense or
otherwise just close this:

- more whitespace in comments fields around the time information
- add a <br> before the "Commit" button since it sticks too much to the above text
- BugActivity/Printing choices should not have a bigger text size
- navigate.html should not contain Search/New pointers, they are already in the
footer
- navigate.html should center the choices
- show.html: remove the header, it is just duplicate information

The trunk is now frozen to prepare Bugzilla 2.22. Enhancement bugs are retargetted to 2.24.

Above is my current version of the patch. It removes all usage of <b>
and <strong>. I assume taking this in as is would not make sense, but
maybe a few parts of it. Let me know if want specific parts and I'll
submit the ones you'd be willing to apply.

This is not something we are going to take, neither for 2.20, nor for 2.22. Moreover, several changes are just hacks (such as "if (1)") and are hard to justify.

We are freezing the code for 3.0 in two weeks and we don't expect this bug to be fixed on time.

This code is relatively old, and the bug is unfocused.
